Platform for Cooperation: The 30th Anniversary of Turkmenistan’s Permanent Neutrality Marked at the University of Wyoming (USA)

Laramie, Wyoming - October 24, 2025. On the initiative and with the organizational support of the Embassy of Turkmenistan in the United States, a ceremonial presentation dedicated to the 30th anniversary of Turkmenistan’s Permanent Neutrality was held on the University of Wyoming campus. The event brought together university leadership, members of the faculty, staff of international offices, and guests. A full house and active audience engagement underscored strong interest in neutrality as a contemporary instrument of peace and confidence-building.

The Turkmen side was represented by delegates from higher education institutions. Welcoming remarks were delivered by Azat Atayev, Deputy Minister of Education of Turkmenistan, and Shohrat Pirmukhammedov, First Secretary–Consul of the Embassy of Turkmenistan in the USA. The keynote address was given by Selbi Batyrova, Vice-Rector for Research at the Turkmen National Institute of World Languages named after Dovletmammed Azadi, with a presentation titled “Turkmenistan’s Permanent Neutrality: 30 Years of Peace and Diplomacy.” In her remarks, she highlighted the historical foundations and international legal recognition of Turkmenistan’s neutral status, its proactive role in preventive diplomacy and humanitarian cooperation, and the symbolism of holding the anniversary event in the United States—a country where the academic community is traditionally open to dialogue and mutual understanding.

A Q&A session followed the keynote. Participants asked about practical aspects of neutrality in regional cooperation, the contribution of neutral status to trust-building and sustainable development, and opportunities for public diplomacy and cultural exchange. The discussion revealed a broad range of touchpoints for continued communication and joint public initiatives.

The presentation was followed by a thematic exhibition featuring visual materials on the key stages in the establishment of Permanent Neutrality, its international milestones, and current humanitarian projects. Visitors noted the clarity and substance of the exhibit and requested digital versions of the panels and brochures for use in educational and public-outreach events.

Representatives of the University of Wyoming emphasized that Turkmenistan’s Permanent Neutrality is an effective platform for cooperation, dialogue, and peace—one that resonates with and is well understood by broad audiences in the United States.
