On October 18, 2024, a Memorandum of Understanding was signed in Xi’an, People’s Republic of China, between the Yagshygeldi Kakayev International Oil and Gas University, Xi’an Shiyou University, Hebei Petroleum Vocational and Technical University, the China National Petroleum Corporation, and the China Education Association for International Exchange.

On April 16, 2026, the official opening ceremony of the Luban Workshop in Turkmenistan was held at the premises of the Yagshygeldi Kakayev International Oil and Gas University.

The development of cooperation between Turkmenistan and the People’s Republic of China in the fields of science, education, and high technologies is one of the priority areas of bilateral interaction. In this regard, it was noted that the Luban Workshop established in Turkmenistan will play an important role in training highly qualified specialists, as well as in promoting the exchange of experience between the two countries. The new educational and research center is equipped with modern facilities, providing broad opportunities for students and young researchers to study the experience of Chinese specialists in the fields of geology, drilling operations, gas chemistry, and information systems. Overall, the opening of the Luban Workshop in Turkmenistan marks a new stage in Turkmen-Chinese cooperation and will contribute to the introduction of advanced technologies and modern practices into the national education system.The center will serve as an important base for training highly qualified specialists for the oil and gas industry in the areas of “Geology and Exploration of Mineral Deposits” and “Information Systems and Technologies (in the oil and gas sector),” as well as for enhancing the professional skills of the university’s academic staff and Chinese specialists.

Within the framework of implementing the provisions of the Memorandum, and with the aim of enhancing teachers’ professional skills and pedagogical competencies, ensuring the sustainable development of the Luban Workshop in Turkmenistan located at the Yagshygeldi Kakayev International Oil and Gas University, studying the experience of relevant higher education institutions, as well as developing and deepening practical cooperation among education professionals, ten lecturers from the Yagshygeldi Kakayev International Oil and Gas University are undertaking professional development courses from June 28 to July 7, 2026, at Xi’an Shiyou University and Hebei Petroleum Vocational and Technical University, located in the cities of Xi’an and Chengde, People’s Republic of China. The training is conducted in the fields of “Geology and Exploration of Mineral Deposits” and “Information Systems and Technologies (in the oil and gas sector)”.

For the 10-day professional development courses, a special program has been developed by Xi’an Shiyou University and Hebei Petroleum Vocational and Technical University. According to the program, the university’s lecturers will become familiar with the activities of Xi’an Shiyou University and Hebei Petroleum Vocational and Technical University, as well as their teaching laboratories, educational centers, and museums. During the study visit, the lecturers will also visit geological museums, the LONGi Green Energy Technology Co., Ltd. enterprise, and the China Science and Technology Museum.

Overall, this study visit will contribute to the further development of mutually beneficial cooperation between the Yagshygeldi Kakayev International Oil and Gas University and relevant foreign higher education institutions and companies, the implementation of new initiatives in the field of science and education, as well as the continued strengthening of the international reputation of Turkmenistan’s education system.
